The Rental Property Maintenance System Every San Diego Owner Needs Before the First Rain

A working rental property maintenance system in San Diego is really just three things written down: one place tenants send requests, a response-time tier for every type of problem, and a vendor bench you vetted before you needed it. That is it. California law gives you a “reasonable time” to make repairs — which means the clock is already running the moment a tenant tells you something is broken, whether or not you have a plan.

The short version

  • California Civil Code sets a habitability floor — weatherproofing, plumbing, gas and electrical, hot and cold water, heat, safe floors and stairs, pest-free grounds (Civil Code §1941.1).
  • “Reasonable time” is generally read as up to 30 days for ordinary repairs, and immediately for anything urgent. Thirty days is a rebuttable presumption, not a right (Civil Code §1942).
  • San Diego multifamily vacancy ran 5.5% in Q2 2026 with average asking rent around $2,453 (Kidder Mathews). In a softer market, slow repairs cost you renewals — and a lost renewal is far more expensive than the repair was.

You bought a rental in Clairemont or a duplex in Golden Hill, you screen well, your tenants are decent people, and maintenance is the part that still ambushes you. It arrives as a text at 9:14 on a Tuesday night that just says “the AC stopped.” You are in bed. You do not have an HVAC guy. You have a guy’s cousin’s number from 2023.

I know that feeling because our crews live inside it. And the honest truth is that almost nobody loses money on the repair itself. They lose it on the delay — the water that ran for three more days, or the good tenant who quietly decided not to renew.

Why late August is the moment to build it

Two seasons are stacked on top of each other right now. San Diego is in a stretch of dangerous heat, with the National Weather Service posting extreme-heat warnings and inland foothills running well past 100 degrees, and fire weather that local reporting has flagged as a heat-driven risk. Air conditioners and refrigerators fail in exactly these weeks. Meanwhile the monsoon showers rolling through are a free preview of every roof and drainage flaw you own, and the real rain arrives in about eight to ten weeks.

Fix the system in the gap between the two, not during either one.

Step 1: one intake channel, in writing

Pick one place — a dedicated email address, a form, or a property-management portal — and put it in the lease, on the fridge magnet, and in your move-in packet. Then hold the line on it politely: “Text me anytime it’s an emergency; for everything else send it here so it doesn’t get lost.”

This is not bureaucracy. A written trail with dates is the single most useful thing you can have if a dispute ever gets serious, and it is what proves you responded reasonably. Scattered texts across three phones prove nothing.

Step 2: written response-time tiers

Decide these once, on a calm afternoon, instead of improvising at 9:14 p.m.

Notice that the fast tiers track the habitability list almost exactly. That is deliberate. Anything that touches water, heat, gas, electricity, sanitation, or security is not a scheduling question.

Almost no owner loses money on the repair. They lose it on the days between the text and the truck.

Step 3: build the bench before the emergency

Three names deep in plumbing, HVAC, electrical, roofing, and general handyman — and for each trade, write down who actually answers after hours. Call each one now, while you need nothing, and ask two questions: what is your after-hours rate, and can I be set up as an account so you can bill me instead of collecting at the door?

Vendors treat account holders differently than strangers calling in a panic. That is not cynical, it is just how a booked-out schedule works.

Step 4: the pre-rain checklist

Run this once, in September or early October. It is a half day and it prevents the two claims that actually hurt: water intrusion and mold.

  1. Clear gutters and confirm every downspout discharges away from the foundation, not into a planter against the wall.
  2. Walk the roof or have someone walk it — lifted shingles, cracked flashing, failed sealant around vents and skylights.
  3. Check that the soil grade slopes away from the structure. Ten feet of slope beats any patch job.
  4. Replace worn weatherstripping and re-caulk exterior window and door perimeters.
  5. Confirm the water heater is strapped, has a drain pan, and the pan drains somewhere useful.
  6. Service the HVAC now, while you are already thinking about it, and change filters.
  7. Trim limbs back off the roofline and away from the service drop.
  8. Test every smoke and carbon monoxide detector and log the date.

What the math actually looks like

Here is why I push owners on this. A gutter clearing runs a couple hundred dollars. Water that gets behind drywall for a week becomes demolition, drying equipment, remediation, and possibly a displaced tenant.

The renewal math is even starker. At roughly $2,453 in average San Diego asking rent, losing one good tenant over slow repairs costs you the vacant weeks plus a full turn. Industry turnover benchmarks put a standard turn at $1,000 to $5,000, and average vacancy between tenants at over a month. Call it $3,700 to $7,700 to replace a tenant you already had. When we tell owners not to fix it right away

A system is also permission to say no calmly. Three cases where we advise waiting:

  • Purely cosmetic requests — a paint color, a dated but functional fixture. Bundle it into the next turnover when the unit is empty and the labor is cheaper.
  • Tenant-caused damage. Still fix it promptly if it affects habitability, but document cause with photos and handle the cost conversation separately — and know the current California deposit rules before you assume you can withhold.
  • Upgrades disguised as repairs. A working 12-year-old dishwasher is not an emergency. Put it on the capital plan.

The point of writing the tiers down is that “no, but here’s when” stops feeling like a fight.

A personal reason I care about this

We have a big family trip on the horizon, and building this kind of system is how a rental stops requiring me to be reachable on a given Tuesday. That is the real product of a maintenance system — not tidier paperwork, but a property that keeps working when your attention is somewhere else.

How fast does a San Diego landlord legally have to make repairs?

California requires a “reasonable time.” For ordinary repairs, 30 days is treated as a presumption of reasonable, but that presumption can be rebutted — a broken heater in a cold snap or a serious leak requires action immediately, not in a month.

What happens if I do not respond?

Under Civil Code §1942 a tenant may, after reasonable notice, repair a habitability defect themselves and deduct the cost from rent — capped at one month’s rent, and usable no more than twice in a twelve-month period. Other remedies exist beyond that. Either way, the cheap outcome is the one where you answered.

How much notice do I give before entering to make a repair?

Written notice of at least 24 hours is the general California standard for non-emergency entry, and genuine emergencies are the exception. Put the notice in writing even when the tenant says it is fine — the paper trail protects you both.

Is a maintenance reserve worth it?

Yes. Owners who hold a reserve act faster, because the decision is not also a cash-flow decision. A common starting point is one to two percent of property value annually, adjusted up for older buildings.
